Japanese girls are difficult to approach, and then there's the language barrier
My work environment also didn't help me to meet many people and I don't like to go out and party, which is where you'd find the most girls looking for foreigners

I mean, yeah, you see it pretty much everywhere and even public signs or companies use anime-style characters
It's has much part of their normal lives and culture as cartoon and comics characters are for the Western world (like Batman and Super-man for Americans, or Astérix and Tintin for the Europeans)
You can find anime merchandise in pretty much any place, even small villages, especially if they are the inspiration for an anime setting, like Shirakawa-go for Higurashi or Hakone for Evangelion
That being said, of course not everyone watches anime regularly, buys merchandise, takes part in otaku events, ... but I'd say that everyone has watched (or at least knows) a popular anime, like Dragon Ball or a Studio Ghibli movie

Very very rare, but it's rare to see foreign people in general
There are some spots in Tokyo where you'd see more black people tho, mainly working for bars or night clubs, but even so, I could count them with my fingers
